Covid-19 Dan Respon Kebijakan Pemerintah Terhadap UMKM Di Lima Negara Kawasan Asia Tengggara

Abstract

Various policies have been taken by leaders in various parts of the world as a response to the shaking of the economy as a result of the outbreak of the COVID-19 outbreak. Problems that arise in the economy have an impact on various business actors, especially MSMEs. With a total of approximately 71 million, MSMEs are the backbone of the economy in Southeast Asia. Using qualitative research methods through content analysis techniques and literature studies, this study aims to find out the policy responses most widely taken by governments in five Southeast Asian countries, namely Indonesia, Malaysia, Singapore, Thailand and Vietnam. The results of the study show that the policies most frequently adopted by these countries include wage subsidy schemes, deferral tax payments, providing direct loans to MSMEs, and training and redeployment. As an entity that has liquidity vulnerabilities and limited access to funding, MSMEs need intensive support from the government as an effort to recover the economy.

Berbagai kebijakan diambil oleh para pemimpin di berbagai belahan dunia sebagai respon atas terguncangnya perekonomian sebagai akibat dari merebaknya wabah COVID-19. Permasalahan yang timbul dalam perekonomian berdampak pada berbagai pelaku usaha terutama UMKM. Dengan jumlah kurang lebih 71 juta, UMKM menjadi tulang punggung perekonomian di Asia Tenggara. Dengan metode penelitian kualitatif melalui teknik analisis isi dan studi pustaka, penelitian ini bertujuan untuk mengetahui respon kebijakan yang paling banyak diambil oleh pemerintah di lima negara kawasan Asia Tenggara yaitu Indonesia, Malaysia, Singapura, Thailand, dan Vietnam. Hasil penelitian menunjukkan bahwa kebijakan yang paling banyak diambil oleh negara-negara tersebut meliputi skema subsidi upah, penundaan pembayaran perpajakan, pemberian pinjaman langsung kepada UMKM, dan training dan redeployment. Kebijakan yang diambil oleh pemerintah Indonesia, Malaysia, Thailand, dan Singapura lebih terdiversifikasi dibandingkan dengan pemerintah Vietnam. Sebagai entitas yang memiliki kerentanan likuiditas dan keterbatasan pada akses pendanaan, UMKM perlu dukungan secara intensif oleh pemerintah sebagai upaya pemulihan perekonomian.
