PEMBATASAN SEBAGAI SOLUSI PELARANGAN EKSPOR BAHAN BAKU NIKEL: STUDI KASUS EKSPOR BAHAN BAKU NIKEL INDONESIA

Akhir-akhir ini, terjadi perdebatan antara Pemerintah Indonesia dan Uni Eropa terkait ekspor nikel mentah. Pemerintah Indonesia menilai ekspor mineral secara mentah tidak memberikan nilai tambah yang layak bagi negara dan melakukan larangan ekspor nikel mentah. Namun bagi Uni Eropa, ketersediaan bahan baku mentah diperlukan untuk keberlangsungan indutri mereka. Makalah ini berusaha memberikan alternatif kebijakan atas larangan ekspor menjadi pengetatatan pembatasan ekspor. Penelitian ini menggunakan simulasi
model Computable General Equilibrium (CGE) dengan GTAP 9. Hasil penelitian menunjukkan pengetatan ekspor nikel mentah menghasilkan penurunan produktivitas industri nikel mentah Indonesia, kenaikan produktivitas dan ekspor industri manufaktur Indonesia, serta kenaikan produktivitas industri manufaktur Uni Eropa
