Abstract

This study aims to explore whether the percentage of bid prices for winning construction tenders in the pre-pandemic period is different from the period during the pandemic. Based on adaptive governance theory, changes in the environmental conditions can cause changes in the actions of prospective providers in a tender. The study uses secondary data from the construction tender results for the period April 2019 to March 2021 obtained from the official website of the Ministry of Finance. Statistical testing is done by non-parametric test using independent sample t-test. The research shows that there is a significant difference in the percentage of bid prices for winning construction tenders between the pre-pandemic and during pandemic periods both for tenders with small and non-small business qualifications. This study is limited to data on construction tenders at the Ministry of Finance that the result cannot be generalized to all government procurements of goods and services. Neverthelessit can be used as initial findings for further research related to the procurement of government goods and services during the pandemic. For goverment procurement officer, this study can be used to anticipate the possibility of unspent budget due to low bid price tenders and the delay of schedule for the procurement of government goods and services during the pandemic.
